புதியதோர் அரசியல் கலாச்சாரத்தின் தேவைக்கான அறைகூவல்...

ஜனாதிபதி அநுர குமார திசாநாயக்கவின் கட்டளைப்படி கடந்த செப்டம்பர் 24 ஆம் திகதி வெளியிடப்பட்ட வர்த்தமானி அறிவித்தலுக்கு அமைய ஒன்பதாவது பாராளுமன்றம் கலைக்கப்பட்டது. இந்தப் பாராளுமன்றம் 2020 ஆம் ஆண்டு ஆகஸ்ட் 20 ஆம் திகதி ஆரம்பமாகி 2024 செப்டெம்பர் மாதம் 24ஆம் திகதி நள்ளிரவு வரை 390 நாட்கள் கூடியிருந்தன. ஒன்பதாவது பாராளுமன்றத்தின் ஐந்து வருட காலம் இன்னும் நிறைவடையவில்லை என்றாலும், அரசியலமைப்பின் 70 ஆம் உறுப்புரையில் ஜனாதிபதிக்கு வழங்கப்பட்டுள்ள அதிகாரத்துக்கு அமைய பாராளுமன்றத்தைக் கலைக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது. பாராளுமன்றம் கூடி இரண்டரை வருடங்களின் பின்னர் பாராளுமன்றத்தைக் கலைக்கும் அதிகாரம் ஜனாதிபதிக்கு வழங்கப்பட்டுள்ளது.

அதற்கமைய பத்தாவது பாராளுமன்றத்துக்கான மக்கள் பிரதிநிதிகளைத் தெரிவு செய்யும் பொதுத் தேர்தல் எதிர்வரும் நவம்பர்

நேர்காணல்: இணையப் பாதுகாப்பு ஏன் அவசியம்?

தொழில்நுட்ப வளர்ச்சியினால் இன்றைய உலகில் இணையத்தின் ஆதிக்கமே வியாபித்துக் காணப்படுகின்றது. இணையத்தின் ஊடாக பல நன்மையான விடயங்கள் மேற்கொள்ளப்பட்டாலும் கூட, அதே அளவிற்கு தீமையான விடயங்களை மேற்கொள்வதற்கும் இணையம் ஒரு ஆயுதமாகப் பயன்படுத்தப்படுகின்றது. வேலைவாய்ப்புக்கள், கல்வி, தொலைதொடர்பு, தகவல் பரிமாற்றம், பொழுதுபோக்கு, வணிகம் என்று அன்றாடத் தேவைகள் இன்று இணையத்திலேயே தங்கியுள்ளன. அதனால், இணையப் பாதுகாப்பு தொடர்பான விழிப்புணர்வை மக்களுக்கு வழங்க வேண்டியதன் தேவை காணப்படுகின்றது.

எனவே, காலத்தின் தேவைக்கு இந்த விடயங்களை வாசகர்களுக்குத் தெளிவுபடுத்தும் நோக்கில் இலங்கைப் பாராளுமன்றத்தில் ஊடக அதிகாரியாகக் கடமையாற்றும் நுஸ்கி முக்தார் அவர்களை நேர்காணல் செய்தோம். அதனை கேள்வி பதிலாக தருகின்றோம்.

உங்கள் வாக்கைத் தீர்மானிக்கும் சமூக ஊடகப் பிரச்சார உத்திகள் மற்றும் கட்டமைப்பு பற்றிய புரிதல் தேவை

இலங்கையின் அடுத்த ஐந்து ஆண்டுகளை ஆளப்போவது யார் என்பதை தீர்மானிக்கும் ஜனாதிபதி தேர்தலுக்கான திகதி எதிர்வரும் செப்டம்பர் 21 என தேர்தல் ஆணைக்குழு அறிவித்துள்ள நிலையில் இன்று 15 ஆம் திகதி தேர்தலுக்கான வேட்பு மனுக்கள் தாக்கல் செய்யும் தினமாக அறிவிக்கப்பட்டுள்ளது.

இந்த நிலையில் ஜனாதிபதி தேர்தலுக்கான திகதி அறிவிக்கப்படுவதற்கு பல மாதங்களுக்கு முன்பிருந்தே வேட்பாளர்கள் தமது பிரச்சார நடவடிக்கைகளை முடக்கி விட்டிருந்தனர். இதில் குறிப்பாக சமூக ஊடகங்களின் மூலம் மேற்கொள்ளப்படும் பிரச்சாரங்கள் முக்கிய இடத்தை பிடிக்கின்றது. இலங்கையின் சனத்தொகையில் 50% அதிகமானவர்கள் இணையத்தளத்தை பயன்படுத்துவதை தரவுகள் மூலம் காணக்கூடியதாக உள்ளது. அதிலும் விஷேடமாக 34.2 வீதமானவர்கள் சமூக ஊடக பயனர்களாக உள்ளதாக இவ்வருட ஆரம்பத்தில் எடுக்கப்பட்ட தரவுகள் சுட்டிக் காட்டுகின்றன. அந்த அடிப்படையில் சமூக ஊடகங்களின் பயனர்களை இலக்காகக் கொண்ட தேர்தல் பிரச்சார நடவடிக்கைகளை திட்டமிட்ட அடிப்படையில் மேற்கொண்டு வருகின்றமை காணக்கூடியதாக உள்ளது.

அதிகரிக்கும் இணையவழி மோசடிகள் - அவதானம் தேவை

குற்றவியல் விசாரணைத் திணைக்களத்தின் நிதி விசாரணைப் பிரிவுக்கு பெண் ஒருவர் அண்மையில் முறைப்பாடொன்றை மேற்கொண்டிருந்தார். அது அறிமுகமில்லாத நபர் ஒருவர் தன்னை வட்ஸப் குழுவொன்றில் இணைத்து, டிக்டொக் வீடியோக்களுக்கு லைக் மற்றும் கமெண்ட் போடுவதன் மூலம் பணம் ஈட்ட முடியும் எனத் தெரிவித்து, பின்னர் அதனை விட அதிக பணம் ஈட்டுவதற்கு முடியும் எனத் தெரிவித்து வங்கிக் கணக்கொன்றுக்கு பணம் வைப்பிலிட்ட சம்பவம் தொடர்பானதாகும். அதற்கமைய மேற்கொள்ளப்பட்ட விசாரணையை அடுத்து தந்தையும் மகனொருவரும் கைது செய்யப்பட்டு விசாரணை மேற்கொள்ளப்பட்டது. அவர்களும் குறித்த நிதி மோசடியில் சிக்கிக்கொண்டு பாதிக்கப்பட்டவர்கள் என்பது மேலதிக விசாரணைகளில் தெரியவந்தது. அதன்படி, விசாரணைகள் முன்னெடுக்கப்பட்டு 200 க்கும் மேற்பட்டவர்கள் கைது செய்யப்பட்டு விளக்கமறியலில் வைக்கப்பட்டுள்ளனர். இவர்களுள் இலங்கையர்களும் வெளிநாட்டவர்களும் உள்ளடங்குகின்றனர். அத்துடன்,

ஜனாதிபதி கோட்டாபய ராஜபக்ஷவின் ஆலோசனைப்படி, பாராளுமன்றத்தை கலைக்கும் அதிவிசேட வர்த்தமானி அறிவித்தல் ஜனாதிபதி செயலாளர் பி.பீ. ஜயசுந்தரவின் கையொப்பத்துடன் கடந்த 02 ஆம் திகதி வெளியானது. 2015 ஆம் ஆண்டு ஆகஸ்ட் 17 ஆம் திகதி நடைபெற்ற பொதுத்தேர்தலில் தெரிவு செய்யப்பட்ட பாராளுமன்ற உறுப்பினர்களை உள்ளடக்கி 2015 செப்டம்பர் மாதம் 01 ஆம் திகதி ஆரம்பமான 08 வது பாராளுமன்றத்தின் ஐந்து வருட கால எல்லை இவ்வாண்டு ஆகஸ்ட் மாதத்துடன் நிறைவடையவிருந்தது.

எனினும் 19 வது அரசியலமைப்பு சீர்திருத்தத்துக்கு அமைய பாராளுமன்றம் கூடி நான்கரை வருடங்களின் பின்னர் பாராளுமன்றத்தை கலைக்கும் அதிகாரம் ஜனாதிபதிக்கு வழங்கப்பட்டுள்ளது. அதன்படி வெளியிடப்பட்ட வர்த்தமானி அறிவித்தலுக்கமைய 09 வது பாராளுமன்றத்துக்கான உறுப்பினர்களை தெரிவுசெய்யும் பொதுத்தேர்தல் எதிர்வரும் ஏப்ரல் 25 ஆம் திகதி இடம்பெறவுள்ளது. இதற்கான வேட்புமனுக்களை மார்ச் மாதம் 12 ஆம் திகதியிலிருந்து 19 ஆம் திகதி நண்பகல் 12 மணிவரை தாக்கல் செய்ய முடியும். அதன்படி புதிய பாராளுமன்றம் மே மாதம் 14 ஆம் திகதி கூடவுள்ளது.

பதில்: ஒன்றிணைந்து வாழ்தல் என்ற சொற்பிரயோகத்தில் ஒரு குழப்பநிலை காணப்படுவதாகவே நான் நினைகின்றேன். நீங்கள் அனைவரும் இலங்கையின் பிரஜைகள். இது உங்களுடைய நாடு. மத ரீதியாக சிறுபான்மையினராக இருந்தாலும் இது உங்கள் நாடு. இலங்கை கலாசாரத்திற்குள் வாழும் நீங்கள் இலங்கை முஸ்லிம்கள்.

பரந்த இலங்கைக்குள் ஒன்றிணைத்து வாழ்தல் போன்று கருத்துப்பட எப்பொழுதும் பேசுவதன் மூலம் இது உமது சமூகமில்லை, இது பெரும்பன்மையினரின் சமூகம் மாத்திரம் என்ற உணர்வை எற்படுத்துகின்றது. ஆனால் இந்த சமூகம் அனைவரினதும். அனைவரும் நாட்டின் சமஉரிமை கொண்ட பிரஜைகள். இவ்வாறே இது அமைய வேண்டும் என நான் நினைக்கின்றேன்.

02. கேள்வி: பல்லின சமூகத்தில் வாழும் போது முஸ்லிம்களின் அடையாளத்தை பேணி வாழ்வது சவால்மிக்கது. ஒன்றிணைந்து வாழும் போது எவ்வாறான அடையாளங்களை விட்டுகொடுக்க முடியும் எவ்வாறான அடையாளங்களை விட்டுகொடுக்க முடியாது?

பதில்: நாம் ஒன்றிணைத்து வாழ்தல் மற்றும் எமது அடையாளங்களை பேணுதல் என்ற பத பிரயோகத்தையே சவாலாக கொள்ள வேண்டும். இங்கு முக்கிய விடயம் என்னவென்றால் இஸ்லாத்தின் அடிப்படை கொள்கைகள் என்ன என்பதனை அறிந்துகொள்ள வேண்டும்.

Facebook Launches App to Provide Free Data Acces

Facebook just launched the Internet.org app in Tanzania, providing free data access to a set of basic internet services.

Now everyone in Tanzania can now use the internet for free to find jobs, access health resources and use services like Facebook and BBC News to stay connected and informed.

Facebook plans to introduced the Internet.org app in Zambia this summer. The impact Facebook has seen is inspiring. An expectant mother using the internet to prepare for her pregnancy. A student using Wikipedia to study for her exams. A man living far from the library being able to download books online.

"When people are connected, we can achieve extraordinary things". Mark Zuckerberg written in his Facebook profile announcing the launch of the app. Mark Zuckerberg sees this is another small step on the path to connecting the world and making the opportunities of the internet available to everyone.

How Heavier Your Stress and Worries?

A psychologist walked around a room while teaching stress management to an audience. As she raised a glass of water, everyone expected they’d be asked the “half empty or half full” question. Instead, with a smile on her face, she inquired: ”How heavy is this glass of water?” Answers called out ranged from 8 oz. to 20 oz.

She replied, “The absolute weight doesn't matter. It depends on how long I hold it. If I hold it for a minute, it’s not a problem. If I hold it for an hour, I’ll have an ache in my arm. If I hold it for a day, my arm will feel numb and paralyzed. In each case, the weight of the glass doesn't change, but the longer I hold it, the heavier it becomes.”
